Theresa Shearer FRSE is an internationally recognised and influential leader in the development of human rights-driven public services. 

Theresa is CEO of Enable; Vice President of Inclusion Europe; a member of the Advisory Board of the University of Glasgow’s Centre for Public Policy; a member of the Advisory Council of Young Scot; an alumna of the University of Strathclyde and Harvard Business School; Fellow of the Royal Society of Edinburgh; Chartered Fellow of the Chartered Institute of Professional Development; and served on both the Law Family Commission on Civil Society and the IoD Shinkwin Commission. 

At Enable, she leads a 2,500-strong team, supporting 13,000 people to live, work, and participate as active and respected citizens in the communities of their choice. 

A multi-award-winning leader, recognised for her contribution to executive leadership internationally, Theresa continues to combine her CEO role with voluntary positions supporting leadership and governance in the third sector across the UK and Europe. She is particularly passionate about social care workforce development and empowering young people to realise their potential, co-founding the ambitious Breaking Barriers programme with ScottishPower and the University of Strathclyde Business School. Theresa actively develops strategic partnerships with the private and social sectors to build a more inclusive and fairer economy.
