As a Digital Transformation Adviser at the e‑Estonia Briefing Centre, Petra Holm is dedicated to helping governments, universities, and industry leaders understand how Estonia built one of the world’s most trusted, secure, and human‑centred digital societies. She is a strong advocate for citizen‑centric public services and believes that digital transformation succeeds not through technology alone, but through thoughtful governance, clear policy frameworks, and effective change management.

Petra’s work focuses on e‑governance, cybersecurity, interoperability, digital health, education systems, and data‑driven public services. She regularly guides international delegations through Estonia’s digital infrastructure — from secure data exchange and digital identity to AI‑enabled public services — showing how transparency, resilience, and social cohesion can be strengthened through well‑designed digital ecosystems.

With a background spanning law, policy, and diverse public‑sector and private‑sector roles, Petra brings a multidisciplinary understanding of how digital transformation intersects with institutional capacity, societal trust, and long‑term national competitiveness. She is currently pursuing her studies at TalTech, deepening her research perspective on the governance and policy dimensions of digital societies.
